Discussion concerning electronic services of the Federal Tax Service of Russia (FTS) and the Federal Service for State Registration, Cadastre and Cartography (Rosreestr) in the Chamber of Commerce and Industry (CCI)

Experts of the Committee for Entrepreneurship in Real Estate Economics at the Chamber of Commerce and Industry of the Russian Federation at the regular meeting discussed the possibility to improve electronic services of FTS and Rosreestr.

Head of the Committee Alexander Kanshin immediately outlined a vector of conversations: on the agenda there were ways to improve information technologies of Rosreestr in terms of the tasks to be addressed, as well as legislative barriers to working with real estate and to inform about it.

At the beginning of the meeting, the Deputy Head of Information Technologies Department of FTS of the Russian Federation (RF) Oya Gritskova informed the audience about the growth of the share of fiscal proceeds from the property owners in the total tax payments. In her speech she touched upon the topic of improving electronic services of the Tax Service of the RF provided to taxpayers. One of the directions of this work was a concerted effort of FTS to bring legal terminology to the level of understanding by the citizens and businessmen when creating the institute of their personal user’s accounts.

Lyudmila Goncharova, the Deputy Head of the Department of information Support and Development of Electronic Services of Rosreestr reported about providing three types of services to citizens, companies and professionals: interactive, informational and legal. According to her, the daily audience of such users of the Rosreestr site now reaches 50-60 thousand people.

During the conversation, participants of the meeting discussed such topics as the problem of informational interaction between state and municipal structures, management of land and property resources through monitoring of geographic information systems. On behalf of the Agency for Strategic Initiatives the Head of the working group Pavel Romanov made a speech. His comments touched the implementation of the provisions of the road map «Improving the quality of public services in the field of state cadastral registration of real estate and state registration of rights to immovable property and transactions with it» on the example of the registration of rights and cadastral registration of real estate units.

The reports were also made by Dmitry Strelnikov — the Director of the Department of Geographic Information Systems Development of KPI Holding, and Sergei Miller — the President of GIS-Association (Geographic Information Systems Association). The member of the Committee Philipp Ryabchenko took active part in the meeting. There was a lively exchange of views on the above mentioned burning issues. Plans for interaction between the participants of the meeting in 2015 were discussed.
